London LEZ Vehicle Hire Warning – New Rules From 03/01/2012

Van hire customers renting vans from companies operating older vans should be aware that the rules for driving into the London Low Emission Zone change from 3rd January 2012.

The LEZ covers most of the area inside the M25, although some outlying areas are excluded (click here for a map).

Vans affected are likely to be at least 10 years old (51 reg or older) and so most mainstream van hire companies will not be affected, as most rental companies operate newer vans.

However, companies offering specialist vehicles for hire – such as splitter vans for bands, tour buses, horseboxes, cherry pickers, 3.5t tippers with cranes, ambulances, motorhomes and other specialist vehicles often run older rental fleets to compensate for the higher initial cost of the vehicle.

What Are The New LEZ Rules?

All light commercial vehicles must meet the Euro 3 emissions standard or face a daily fee of £100 (<3.5t) for driving into the London Low Emission Zone, starting January 3rd 2012. For vehicles over 3.5t, the fee is £200 per day.

Transport for London has taken the position of assuming that  ‘vehicles registered as new before 1 January 2002’ will not meet the Euro 3 requirement. Buta number of light commercial vehicle models registered in 2001 are Euro 3 compliant and will meet the new rules without requiring any modification.

Transport for London has published a list of ‘early adopters’ on its website – so vehicle owners can check whether their vehicle is on the list.

I’m Renting – Where Does This Leave Me?

As usual with the law, the onus is on the driver to make sure that they are complying with all relevant rules.

If you rent a light commercial vehicle on the following list that was registered before 1st January 2002, and you wish to take it into the London LEZ, you will need to check the situation for yourself*.

Weight 1.205 – 3.5 tonnes:

  • Vans
  • Motorised horseboxes
  • 4×4 light utility vehicles (more than 8 seats or van variant of 4×4)
  • All Pickups
  • Other commercial vehicles

Weight 2.5 – 3.5 tonnes:

  • Motor caravans (motorhomes and campervans)
  • Ambulances

Weight < 5 tonnes:

  • Minibuses with 8-16 passenger seats

Van Hire Boost Expected Thanks To 2012 LEZ Changes

The van hire industry expects the changes to the London Low Emission Zone rules to drive an increase in demand for daily van rental in early 2012, as companies based outside London rent vans for use in the capital instead of replacing any non-compliant vans in their current fleet.

Despite a rise of 17.7% in light commercial vehicle registrations in 2011, there are still a substantial number of vans on the road that fail to meet Euro 3 emissions standards and will thus have to face a £100 per day fee for driving inside the London Low Emission Zone (LEZ)  from 3rd January 2012.

November saw a 18.6% month-on-month increase in new van registrations and Paul Everitt, SMMT Chief Executive, says that he expects the trend to continue:

“Both the van and truck market saw growth, reflecting sustained investment in new vehicles by businesses. London’s new Low Emission Zone comes into effect on 3 January, requiring drivers of older vans and trucks to upgrade their vehicles or pay a daily fee, so we expect to see a boost to registration levels next month and through the early part of 2012.”

72% Of People Choose Van Hire To Move House – New Survey

A new survey carried out on the vanrental.co.uk website has found that 72% of drivers chose to take the DIY removals option and hire a van last time they moved house.

Driving a van held no fear for most drivers, with 66% saying that they felt ‘comfortable’ driving a van or that it was ‘not too bad’.

Interestingly, hiring a van is such good value that even the 21.3% of drivers questioned who refused to drive a hire van would still hire one, relying on friends or family to do the driving.

Unsurprisingly, most people identified either loading and unloading (35.8%) or paying the bill (37.6%) as their least favourite elements of van hire – although none disputed the cost savings when compared to using a removals company.

The survey also found that hiring a van is a pretty rare activity for most people – of the 2,600 people questioned, only 52.2% had hired a van at all in the last five years – and just 3.5% had hired a van more than once a year in that period.

Cut Fuel Costs With Route Planning and Driver Training

Volkswagen Crafter vanJust 18% of fleet van drivers have had any training to help them drive more fuel efficiently, while less than 35% of fleet operators have considered the effect their van drivers’ habits might have on fuel consumption.

Only 23% of drivers have their routes planned for them and 23% of van drives feel that their routes are inefficient in terms of fuel consumption, as they often make multiple trips on the same route in one day.

The findings are the result of new research by Volkswagen to mark the launch of its new Crafter van. The message for fleet operators is clear – more active management of driver routing and better driver training can achieve significant savings in fuel efficiency and reduced mileage.

For van rental customers, route planning and good driving techniques are just as important (and profitable). Here are our tips for reducing van fuel consumption:

  • Avoid repeated trips with a half-filled van – don’t hire a bigger van than necessary
  • Drive steadily, avoid harsh acceleration and lift off the accelerator before braking when approaching a junction
  • Plan your route to avoid heavily congested areas if possible
  • If making multiple deliveries, try to plan a route that avoids too much ‘back and forth’ over the same roads
  • Keep your speed down on motorways – 60mph uses less fuel than 70mph

According to London-based Volkswagen customer Charlie Mullin, who operates a fleet of vans as part of his Pimlico Plumbers business, “there are ways to improve fuel efficiency and these can be as simple as taking the shortest routes and placing speed restrictions on vans.”

Companies operating unmarked van fleets might also want to consider a livery or logo for their vans; of the 60% of van drivers surveyed who had a company logo on their vans, 58% said that they thought this made them drive more carefully than they might otherwise.
